I am wanting to buy a winter home in a "active adult community", which allows 20% to be between 45 to 55 years of age. I'm not wanting to pay more than 80,000 and would like to be no more than 45 minutes drive from Phoenix downtown. I understand some of the newer communities allow 45+ (Sun City Grand) however these homes are well outside my price range.
Does anyone know of any 45+ adult communities with modest priced real estate?

That might be difficult. I think you'll have to drop at least one of your requirements ("active adult", 45 minutes to downtown, or 80k) to have a chance. I'd contact a realtor.

The only development I have stumbled on in that price range would be the original Del Webb Phase I down below Grand. Some of the attached units are very cheap right now and you may even find a fixer for your budget. Will be very hard and you should get a realtor. I think they allow the 45 year olds if one is 55. Something a realtor can tell you. Good luck.

There are not too many "active adult" communities that accept under 55 (at least one must be 55) and as you noted the few that do, Sun City Grand, Westbrook Village, Sun City Anthem, Robson Ranch all are higher priced.

There are a few smaller "manufactured home" communities that might accept you but you will have to contact them. Most are you own the building but lease the space type of communities.

I am curious to you motivation for wanting to live in a adult community. Is it cost? Activities? Crime?

There are some very nice non-adult communities that seem to attract a more mature population such as the Westpoint area of Surprise which could work for you.

Maybe you could find a partner that is over 55 to purchase with you?
