Is Arizona one of those states that offer free college to residents if they pay room and board? Seems to me that California offers that.

I am from CA and I have never heard of any colleges there offering anything free at all. My daughters graduated from Chico State and it was considered one of the best priced in CA. I doubt that there is such a college anywhere in the U.S.A. It would be flooded with students.

I believe the closest one to free tuition would be in new mexico. They have a lottery system there.

"College" and "free" are mutually exclusive terms.
