Even the best hotels will get drunks and loud people regularly. You just need to call the desk/security and let them deal with it. I do think the more you spend and the more you stick to the big names, the better off you'll be. Marriott, Hilton, Hyatt, Sheraton, etc.

I don't think they get them "regularly" in the best hotels, but if there is one, the odds of them being next door to you in the larger hotels make the chance of any disturbance even less.

To the OP: As has been said several times here already, stick to the national chains, which attract business travelers and families, and the resorts, which don't have issues with noisy college students or panhandlers, and you will be fine.
