There's one at South Mountain in Ahwatukee. It would depend on where you are located.

I personally would take a 3 year old to one of the mini water parks like Hamilton Pool in Chandler or Basha Pool in Gilbert.
Much more accommodating to that age and just as fun.

Hamilton Aquatic Center
Most city public water park pools around the valley have fun things at them like water parks. Look up the city you in and public pools.

He seems too young for a waterpark. I would think one of those sprinkler fun places would be better. I know of one that is at Thunderbird Paseo Park off the 101 in Glendale/Peoria area. There is a smaller one at Westgate. I am sure there are others.

I wouldn't have taken my 3 year old to those water parks. At that age, I stuck to our backyard pool or a smaller local pool. Many local pools have splash pads, zero depth pools and mini-water-park type areas. It's much easier to keep a close eye on them, though it still gets a little crowded and crazy. It's heart breaking how many kids drown here in the valley every summer, and it just takes a minute...

Here in the Chandler/Gilbert area, there's Mesquite pool at Basha High, Hamilton High has a cool pool, there's another one closer to downtown Chandler that's great but I can't remember the name, and there are others. There's also a fun splash pad at Chuparosa park on Dobson and Germann. Perfect for 3 yr olds. Pull up your city's recreation page and look for pools. I'm sure you must have one near you.

If you live in Glendale, they have a community center off of Union Hills and 57th with splash pads and a shallow pool area for the younger crew. There are cool fountains for splashing around at Desert Ridge in front of the movie theater. You can grab a Starbucks, pack up the little one, and enjoy a nice evening of people watching.

My grandson will be three next week and we go at least twice a week. Our favorite splash pads are Hudson Park in Tempe with a great shaded play ground and Tempe Beach Park. We are also enjoying our second summer as season pass holders at Big Surf which has a large play area that's only one foot deep with slides etc and it has another area with big water slides that land in two foot deep water. He loves it and thinks he's quite the big boy on these slides! season passes are still on sale and no I don't work there lol
