Arizona Mills in Tempe is the largest outlet mall in the state, so you may want to check it out.

I have to say that I was quite disappointed with Arizona Mills in Tempe. I made my first visit in late November last year and would have to hear about big changes there before I would bother to go back. Marshall's, for example, actually had a worse merchandise selection and wasn't any bigger than "my" Marshall's in NW Tucson.

I was specifically looking for towels and bedding that day, so I made a beeline to the J.C. Penny outlet. It was filled with low-quality merchandise that would never have made it into a JCP retail store. That seems to be the case with many "outlet" stores these days. They load up on cheap stuff they purchase JUST for the outlet. To me, an outlet is supposed to be a store where a retailer puts last-season merchandise, over-stocks, irregulars, etc. Outlet stores are now so prevalent, retailers don't have enough of the above-mentioned to fill them, so they purchase junk intended only for the "outlet" store.

I don't see the point of that at all. A careful shopper can acquire better deals by purchasing name-brand merchandise at department stores when they are having genuine sales. What's the point of buying a golf shirt with a Ralph Lauren logo if it falls apart after a dozen washings? You'd get better wear from a shirt from The Gap — and a sale there will see you spending less than a fake Lauren from an outlet.

Sorry for the rant. I guess I didn't answer OP's question. I've found the Premium Outlet malls to be the best I've shopped in recent years, but their website doesn't list any in Arizona. The store listing at the Outlets at Anthem website is most similar to what you find at a Premium Outlet. The website at Tanger Outlet in Glendale also lists a much better quality of store than you would find at Arizona Mills. Chico's, J.Crew, Michael Kors, Brooks Brothers, Calvin Klein, etc.

I think AZ Mills is great and is the most accessible Mall in the area. All one story and very handicap accessible with the laminate floors. The selection is great for shopping too. Parking is never a serious issue even at peak hours. Many of the other EV malls like Chandler Fashion Square can be a nightmare for parking. I don't believe it's an "outlet" but plenty of decent stores at Tempe Marketplace too.
