I don't see it happening. Best case scenario is you get new surface streets up there. Maybe the city of Phoenix will build a Sonoran Desert Drive connection from I-17 to where the road currently turns into Dove Valley Road.

I don't think that there is ever the plan to bring it East of I-17. The plan is to eventually complete Sonoran Desert Dr. as a 2 lane each direction "parkway" from the I-17 interchange to the SR-51/Loop 101 interchange.

Bumped this thread to note that in the city of Phoenix long-range plan, Black Mountain Blvd will eventually be extended from Pinnacle Peak Rd to eventually meet Sonoran Desert Dr at Cave Creek Rd.
