Isn't a city worker considered a public employee?.....Therefore, aren't Tempe city employee's covered under.....

"Since an executive order issued by Janet Napolitano in 2003, Arizona has prohibited discrimination on the basis of sexual orientation in public employment"

And in executive order 2003-22?

Executive order No. 2003-22: confirming equal employment opportunities :: Arizona Executive Orders
The executive order you cited applies to employees of the state of AZ only, not to city or county employees. The law in Tempe is necessary, and should spur other cities to do so, as well.

BTW, there's a reason Wikipedia is not considered an appropriate source for papers in schools and colleges - anyone can edit anything. And the writing quality varies considerably.

Is it necessary in the sense that any such activity is going on? Probably not. It fixes a problem which exists only in theory at this point. Making such discrimination illegal will also have to come on a city by city basis as the legislature will never do it statewide. In fact, they passed a bill doing quite the opposite this spring that the Governor vetoed.
Got ya.

yes, I agree on it probably not going on in the refusing service thing as businesses are in the game to make a $ and I think for the vast majority, any dollar, no matter the source, is a good dollar.

But of course the media will probably be there for that one in 10 million case that happens where somebody's dollar isn't worth taking according to someone.

hmm....I would have thought the wording of "public employment" = state, town, city, etc. as they are all public employee's as I understand it.

"Since an executive order issued by Janet Napolitano in 2003, Arizona has prohibited discrimination on the basis of sexual orientation in public employment".

Silly me.

The executive order specifies state government. It differentiates between the state and private, county, and municipal employers in the "Whereas" portion of the order.

Seems stupid. There are already state and federal laws against those types of discrimination.

The undercurrent of politics, and the money and power that goes along with it all, is never far away from any decision made by the gov.

Happy to see it! But sometimes laws are more about good press so corporations can tell their employees "Yes we're moving to Arizona, but it's Tempe so you know it's not that bad." Same reason Austin does a lot of that stuff. So they don't get confused with "That" Texas.

And I don't mean that as a diss to Arizona. I love Arizona

You're wrong. There are not. Your comment "seems stupid". Educate yourself on ENDA which is still just proposed legislation.

That is a common misconception. The Civil Rights act does not protect gays at all. It is perfectly legal in almost all of Arizona (and much of the US) to refuse to hire or to fire someone or pass them over for promotion solely for being gay. Likewise, any business owner in most of AZ can kick gay people out because they are gay or refuse them service.
