That's a tough one. Bell Rd all the way to Scottsdale or just the 101 loop? If you're talking about just to the 101 then I think you can jump to Union Hills just east of Coyote Lakes. That's the big problem with living in Surprise...no way to get in or out of that city if you're going east/west.

Default Bell Rd and Scottsdale Rd From 303 and Bell

I am a Real Estate Agent living in Scottsdale and have to travel to that area all the time. The best solution I have found is to take Bell Rd East to 115th Ave then head North to Union Hills. Then East to the 101 and get on heading east to the Scottsdale Rd exit. If traffic is heavy due to events in Scottdale I get off the 101 at 56th street and go South to Greenway Parkway then East again to Scottsdale Rd.

As long as you are not hitting the morning rush hour, eastbound, Bell Road to the 101 and across is the best. IF you hit rush hour (anytime from 6AM to about 8:30) it will probably take you close to an hour to get from 69th Ave to Scottsdale road. No joke there. Even the frontage road is bumper to bumper.

An alternate route would be Bell Road around 67th Ave, north to Union Hills, and east. Yes, you go north of your final destination, then south to arrive, but Union Hills has far less lights, and usually moves a little quicker. Good luck on this one.
