Some cleaners want to be paid by the job. I preferred to pay by the hour so I searched accordingly. As for the supply fees, that isn't common.

I would never hire one of the "chain" type cleaning service either; I guess asking your neighbors and others in your area who they recommend is the best way when you move somewhere new.

When you had some of the others that didnt do the things you wanted, did you tell any of them that the next time they come, you expected them to wipe the window sills, and dust the top of the fridge, or did you just fire them after the first visit?

I know its a thankless job, and its hard to find anyone who has pride in their work now a days; we have been spoiled by having the same person for many many years, who knows what we expect, and rarely have to remind her of things she might have missed last time.

BTW, do you find your house gets dirtier faster with all the sand/dust versus Minnesota or is it there same amount of cleaning involved?
Yes. It gets MUCH dustier in AZ than MN. But the dust is different. In AZ it is dirt based (the water is brown).

If someone was slow and missed several obvious items (the key word is several), I cut my losses and moved on. If they were efficient enough and cleaned good enough, I just touched up after them and gave them feedback along the way.
