To the OP- what is behind you on the other side of the alley? The back yards of other houses? What part of Chandler is this?
We live in an HOA--the houses on the other side--do not. I think they may be responsible for some of it because the houses--well lets just say--are on the borderline of urban blight. But I have also seen people dumping stuff in that alley as well that I don't believe live in the neighborhood. (Like landscapers etc.)

We live near downtown Chandler -85225 Its one of those neighborhoods in Chandler that has nice homes--and not so nice homes.

) The house I grew up in in Phoenix had an alley, too, where the trash was picked up, and there were never issues like that. Having an alley that isn't used by the city for that purpose is crazy. I think the OP ought to revisit getting control of that property.
