Thanks for the answers, just suck it up for the price they pay for living close in. They are renting and the landlord is a bit of a slumlord, so can't really spend money on a house they may only be in for another year.

That's why it's imperative to get an idea of the past utility bills before committing.

While APS won't give out past bill amounts anymore, they will tell you what you could expect to pay on a equalizer plan based on past use. It's really easy to get an idea of the electric bill rates from that.
I almost pulled the trigger on renting a loft in the Stadium Lofts downtown, till I found out the light bill was close to $500/mo in the summertime. ($300+/mo year round on the equalizer plan)

past bills really don't tell you much. I have one neighbor that has all their windows open right now (it's 103 out at the moment). I'm sure they get an "awesome" electric bill, but anyone trying to replicate that low bill is going to have problems.

Stadium Lofts are hardly historic. Built in 2004. Your point about past usage is well taken, but it still depends on who was doing the using. Some people keep their thermostats incredibly low in the summer.
