I don't know that anyone can direct you to apartment complexes where Indian families live. You may find a somewhat higher concentration in NW Chandler, near the Intel plant. You can look at the map at
www.valleymetro.org for the express bus service to and from Chandler and Tempe. Otherwise, you could take a bus up Rural Rd or McClintock and connect with the light rail in downtown Tempe to go to downtown Phoenix.

For public transit, it isn't even a fair comparison; Tempe wins hands down, while service in Chandler is much more limited. Even Mesa would be a better choice than Chandler for public transit.
