According to this article (paywalled, but at least you get the first few bits of text):
http://www.bizjournals.com/phoenix/n...-first-az.html

ADOT is proposing SR 30 (the I-10 Reliever) as a toll road via a public-private partnership.

While some freeways I think can be built as toll roads without issue (such as the Pinal-North South Corridor), I think making SR 30 a toll road is a stupid idea since people will just use I-10 to avoid the toll. If this goes through, I wonder if ADOT will lower the speed limit on I-10 to 55 mph to encourage people to use SR 30.

Tolls are something that AZ should avoid, if that's the case I refuse to drive on them. Denver is notorious for tolls (E-470, Northwest Parkway, US 36), looks like it bled over here to Phoenix.

Some roads (such as the Pinal-North South Corridor) I would support being built as toll roads due to no quick alternate routes and a lack of other funding sources (Pinal County residents don't pay the freeway taxes that we Maricopa County residents pay). However, SR 30 is designed to provide traffic relief to I-10 in the West Valley, and making it a toll road would simply discourage drivers from using it. This would pretty much be a repeat of the SH 130 fiasco in Texas.

A big fat NO on this one. Toll roads are awful, I was just in the New England area cursing about how frequently I had to stop and cough over money for the "privilege."

Of course, if Arizona ever gets toll roads, I'd assume it would be all electronic open road tolling using transponder tags and toll-by-plate.

The options would be for ADOT to enter into a public-private partnership and get the freeway built in a more reasonable timeframe or wait potentially decades for this reliever freeway. If people want to yell bloody murder at the prospect of a toll road, then they need to accept the fact that there will be no road at all.

Threatening to avoid the toll road is the reaction peope have anywhere a toll road is proposed. You can continue using the 10 or adjacent east-west arterials. ADOT would not lower the speed limit to get people to use the toll road. If anything, the 10 will become more and more clogged as the years go by and people will then decide whether they want to be stuck in bumper to bumper traffic day after day or pay to get places faster. While there are certainly people who will never pay a dime to drive on a freeway, it's a given that many others will decide that spending a couple dollars to have a couple more minutes at home each day is worth it.

SR 30 is desperately needed as an I-10 reliever route but I would be opposed to making it a tollway.

We voted to raise taxes in order to build these freeways, charging a toll on top of the taxes the state is collecting is like double dipping.

It's just another way of getting private business involved in public works and trying to nickel and dime everyone.
