I was wondering about this: let's say APS install the net-meter November 1st in my house. I will produce more kWhs than I'll consume since the AC is off until the end of the year. Will they allow to comp kWhs consumed in the January - October period of this year or is it only going forward from when they install the net-meter? - Thanks.

No, it is not retroactive. If you have a surplus of KWhs at the end of the year they will give you a credit on your last bill or pay you if it is over what you owe on that last bill. They pay you at the wholesale rate.

Are you talking about the literal APS Solar Plan (solar through APS that bypasses your actual main panel and goes back to the grid in exchange for a $30 monthly bill credit) or are you talking about solar through your own or leased system?

I guess it doesn't really matter as neither is retroactive like AZ_Mitch said. You solar system, depending on the size, will (or should) more or less produce about the same amount of power that you will use in Nov and Dec...maybe a little more. That over production will be "cashed out" on your January bill as a bill credit at $0.029 per kWh of over production accumulated.
