Private car purchase MVD question (2015, title, requirement)

Bought a car via private party and have a CEL that came on a few days later. I'm a pretty capable mechanic and it should be an easy fix (purge valve), but I can't fix it for a week or so.

Can I get the car titled in my name still? I'll need to get it emissions tested I am guessing since the last test was June 2015, but obviously need to replace purge valve before I can get it tested. (Edit: before conspiracy theorists come in I got the car cheap knowing it had this issue but the light went off and didn't come back after I cleared it, but it came back so now I have to fix it)

Anybody done this process before? I know the MVD says it must be registered in 15 days, but I don't want to waste hours down there to be turned away so asking here if anybody knows the process better.

No title/registration without passing emissions (if needed) and it won't pass with a CEL.

It also doesn't matter when it was done last. You need the slip showing it passed from the testing site to take to the MVD.

Give the MVD a call, 602.255.0072, to find out for sure what you should do. I believe you can start the process with them to satisfy the 15 day requirement but won't be able to complete it and get your plate until the emissions test is done.

You can title anything, anytime without an emissions test but you can't get tags or registration until you get emissions done.

Just went to MVD this is wrong they sent me away and said no titles without emissions. New rule as of a few years ago

Really?? Well then I give you my apologies. Both my brothers titled things without registering them. This was just last year. Perhaps the MVD changed things since then.
