I couldn't find a thread about this and was surprised there isnt one.

Anyways, construction began this year and is already set to be complete by mid 2018!

Infrastructure projects have been of great interest to me since i was a kid and i would literally draw plans at this exact freeway, however i always linked it up to 101.

The current plan is to go out, loop northward going around South Mountain and link up with I-10 right at the 59th street interchange.

Actually you're off a bit, the completion date for the entire project is late 2019 or early 2020, which is still amazing for the length and complexity of such a project (about 3 years worth of construction going non-stop). The center section, which includes the mountain cut, is the last section and is not going to be started until mid-2018.

It will open in late 2019, not mid 2018.

Construction started late last year and is now kicking into full gear. The reason that the freeway doesn't form a perfect loop with the 101 Agua Fria in Tolleson is due to the Tolleson's status as an environmental justice (EJ) community. The freeway would further tear apart Tolleson, adversely impacting residents and potentially Downtown Tolleson merchants.
