Thanks for the update about Las Vegas, but generally people WANT to go there like the other places I listed. Also note McCarran is ranked the 8th busiest ahead of PHX's 11th place rank. People want to come here too, just not as strong a demand as other places.

Well, my point was that, in contrast to what you stated, apparently cities that you described (like Vegas) ARE paying airlines to fly to their cities.

The incentive argument really doesn't make much sense, a quick google search shows almost every airport doing the same thing.

DFW: Nonstop flights to Rome, Auckland and Johannesburg are on Dallas/Fort Worth Airport’s wish list.
To convince airlines to launch flights from these cities, the airport is revamping an incentive program it uses to attract carriers.


ATL: Hartsfield-Jackson International Airport plans to offer up to $2 million in incentives to airlines that start new international routes from Atlanta

HOU/IAH: Travelers on 15 nonstop passenger flights connecting Houston to Tokyo, Mexico City and other cities can thank an $18 million incentive program that helped sweeten the deal that brought them to Houston's airports.


MCO: Orlando International Airport and its smaller competitor to the north, Orlando Sanford International Airport, are offering financial incentives to foreign destinations considering flights into Central Florida.
Orlando has set aside up to $4 million annually for new international business, while Sanford is seeking a smaller pot of about $300,000 during the next two years from the city of Sanford and Seminole County.

But all those cities have more demand than Phoenix. Yes they still offer incentives, but PHX needs it more so than the others.
