The problem is nobody has stated which city they are rating....
Southeast Valley
Chandler
Gilbert
Apache Junction
Queen Creek
San Tan Valley
Mesa (east of say, Gilbert Road?)**
Gold Canyon

Chandler to Gold Canyon is like 30 miles
Chandler to San Tan Valley is close to 30 miles as well
Chandler is closer to some of the west valley places you mention than these places.

You can compare Gilbert/Chandler, or Queen Creek/STV, or AJ/GC at least these areas share somewhat of an identity

The only sketchy areas of the southwest valley are Tolleson and the southern side of Avondale.

If you include Maryvale and southern Glendale as part of the southwest valley, those would be some of the worst areas but they are only a small part of what is commonly referred to as the west valley, the fastest-growing region of the Phoenix MSA.
