I've said this all along, and I know for a fact that traffic isn't "light" during the summer months because I travel in & out of town during June, July, and August. The number of traffic jams I've encountered is no less than any other time of year. The traffic volume is slightly lighter during these months, but not enough to make a huge difference. I definitely agree that the projects should be separated throughout the year instead of mostly in the summer.

Traffic is a lot lighter when school is out though. They have breaks in October, December, March, and then summer and you can definitely tell there is much less traffic if you commute the same route everyday. Either people are really taking advantage of the whole open enrollment thing in AZ, or there are just way too many people driving their kids to school, or maybe both and more. Either way I've consistently noticed the drop.

Probably a little hard to schedule major road work during such short periods of time though.

Default After-hours construction.

I saw a night street crew the other night when I was out. They are doing work at night so the small amount of premium pay doesn't look like it's an issue for the city.

If they could put more after-hours workers on the job when traffic is thinned out and not do all the jobs in the summer, it would be easier for everyone.

Default No left turns.

What's worse about all the construction is restricting turns at intersections and shopping centers. It's been like this on 32nd more than 2 months.

Get used to it. The plan is to make both 3rd and 5th one lane with an adjacent bike lane from Roosevelt up to Thomas. What was annoying was the idiots that decided to drive through the dedicated (separated by curb) bike lane and mow down the bollards.
