Is there a decent explanation for this?
Other than the rectangular shape and the rays emanating from a point on the flag, there is no similarity.

The flag was used by the Japanese Navy and is currently the flag of the Japanese Maritime Self Defense Force, otherwise known as the Japanese Navy. It was pretty easy to find the information.
