It seems every day northbound I-17 is at a dead stop from Deer Valley rd until the beeline highway exit. I also seen the loop 101 ramps at a standstill. whats going on with that?

I think there are cones and orange barriers along the side of the road all the way up to Carefree Hwy. There are always two lanes open during regular traffic hours, but just an hour ago I saw a water truck spraying down one lane, which was causing a back up. The speed limit is around 45 on most of that stretch and the service roads merges back onto 17 are not well marked at all either. It's just a huge mess.

It's always been this way. The growth up this way exploded a few years ago and the freeways are not big enough yet. You will find times when it's not as bad.

You mean from Deer Valley to the Carefree Highway (SR-74) It's been that way since Anthem was built, and it's called poor planning. They built Anthem, and Carefree, and the only way to get to them is I-17, or Cave Creek Road, north to SR-74, then west to I-17, or 99th Ave north to SR-74, then east to I-17. With 17 having 2 lanes each direction north of the 101 being the only freeway to get there, and into Phoenix, and with only two surface streets, along with the 101 traffic from the east merging with the north-bound traffic, of course you're going to see heavy congestion on the 17 north of Deer Valley.

ADOT is currently adding only one extra lane in each direction, but they're going to need more lanes in the future.

LOL, you must be new here. It's NEVER done. Once this expansion is opened it will immediately be overwhelmed and another will begin. Endless construction is the name of the game.

ADOT is currently working on phase one of a four-phase plan to upgrade the I-17. Like Magnum Mike mentioned, they are adding an additional lane to each direction for a total of 3 northbound lanes and 3 southbound lanes.

They are also adding new interchanges at Jomax, Dixileta, Lone Mountain, Dove Valley, Carefree Highway, and Deer Valley Road. ADOT projects the project will be complete by 2025!

Actually they are adding two lanes in each direction, one being a general use lane and one being an HOV lane for a total of 4 lanes in each direction...literally doubling the capacity of the freeway from the 101 to the 74, should be nice!
