Unfortunately, there are a lot of rich people in the Phoenix metro and it would defeat the purpose of hot lanes as a lot of people would buy them. When they allowed the exception for Hybrid vehicles in the HOV lanes, Hybrids were so difficult to find here and those special plates and tages sold out quickly. That's Phoenix for you.

Or perhaps one could purchase a vehicle with an existing Alt Fuel plate. As an aside, I have been driving my Alt Fuel P/U (50 gal propane tank in the bed) in the HOV lane since I bought it in 2000 and have never had a problem with the HP MC cops parked on the inside lane during rush hour. (This with no special sticker on the plate)

That's another urban myth that you only WISH were true. Anyone going over the speed limit, no matter what lane is liable to be ticketed no matter what lane they're in. And the passing lane -- for faster vehicles, NOT vehicles going OVER the speed limit -- is where one is supposed to pass slower vehicles. I know people in Arizona routinely use the speed LIMIT as a suggested starting point, but that's certainly not the law and as long as people are driving the limit, they are just as lawfully using the far left lane as you are.

It's no myth, it's a fact. Slower drivers are supposed to keep right. It's NOT your job to enforce speed limits. You have no idea why the person in back of you wants to go faster than the speed limit. Maybe they're rushing their pregnant wife to the hospital. People are going to drive faster than the speed limit regardless of what you do and forcing them to weave through traffic creates a hazard for all of us. YOU are driving unsafely if you are a left-lane hog. Drive defensively and keep right unless you are passing.

Good luck trying to get people to change though. It keeps getting worse as far as aggressive behavior.

Sorry, but you are wrong on this. The statutes actually have a list of what are considered the maximum speeds and the "reasonable and prudent" clause only serves to establish a lower maximum speed when conditions warrant.

B. Except as provided in subsections C and D of this section or except if a special hazard requires a lesser speed, any speed in excess of the following speeds is prima facie evidence that the speed is too great and therefore unreasonable:
1. Fifteen miles per hour approaching a school crossing.

C. A person charged with a violation of this section may not be issued a civil complaint for a violation of section 28-701 if the civil complaint alleges a violation arising out of the same circumstances.
