Nope, but you're very close! Here's the full image. It's the running board on my Nissan Xterra SUV. The duct tape you see on there was a quick fix because the rear mounting bracket on the running board broke while coming down from Crown King on that very rough dirt road, so I had to do the "redneck" fix and used duct tape to hold it in place! It worked!
I did replace the bracket, in case you're curious.
It's either a rack for a communications network, or the place where they keep the fuel rods in a nuclear plant (forgot what it's called) .
