Zonabee got it, it is a hemmer. One stands next to it and as you turn around, you squeeze the bulb and a line of chalk is expelled from a nozzle on the jar and you have a hem line. It is a manufactured item and not hand made. My friends mother, Elenore, made her own clothing, she stood less than 4 feet tall and clothes for 5 and 6 year olds did not suit her. She made all of her own dress's, skirts and tops and they all had labels that said made by Elenore. I don't think Elenore ever weighed more than 85 pounds in her life.
