I have to disagree, especially USC vs. Peters. On the website for Zillow, in Peters, including foreclosure auctions, there are currently 16 homes for sale at $250,000 or less. That same category includess 55 homes in Upper St. Clair.
Most homes in Peters Twp. for sale are expensive, new construction, or recently built, while there is still a significant number of older, affordable home in USC.
Property taxes will definitely be higher in USC, as I well know!
