Does anyone have the time on this event?

The visit will be to the VFW convention in town, and got to be expected to tie up traffic for a while. Will streets be blocked during the event, will the Parkway West be closed for the motorcade coming and going?

Yes and yes. This happens every time the President or Vice comes to town. They shut down the routes to and from the airport. Don't be discouraged. This happens in every city because I get texts from friends and family sitting in traffic waiting for the motorcade to pass.

Do you know about what time this event is coming down? What is a good time to stay out of town, or avoid going west?

Or are they keeping it on the QT, and it would be best just to block those areas out for the whole day, until the president is safely out of Pittsburgh?

They don't block the highways for the whole day. It is only for a couple hours. I would find out what time he is speaking and then avoid the areas for at least two hours before and after. There is no way that you will find out the exact time. I have friends in Pittsburgh that have watched the Presidential motorcades go by and say there are even dummy motorcades staggered through the route.
