hmmm, i dont know. you'd be surprised. this has more to do with the culture of Pittsburgh than anything else, as I see it. I really doubt managers or whoever was above him in the hierarchy would have allowed this.

we'll see if this (hopefully former) employee points fingers. I know that organization has had its challenges over the years. they really do not have a good reputation in the civil engineering community (that might have improved over the last 2-3 years, though).

damn, they have some nice offices. i should apply there just because of those offices (very bike accessible, and next to downtown and the strip, which means food options for after work!). but i dont have much sanitary/environmental experience.

Why would you doubt it? You think this could go on for 7 years without anyone giving it the okay?

I doubt you’d need much experience. I’d wager “who you know” would suffice.

people from around here, older, dont give a damn about pollution. they were not raised with the same awareness that subsequent generations were.

I certainly wouldn’t argue that, but there’s no way there isn’t blatant wrongdoing going on here without approval to do so for 7 years.
