I guess you are talking about higher educations .. right?

Until recently, higher education was free in England and it is still free in Scotland.

There are good economic reasons why this was the case. To understand these you need to look back to the Wilson government of 1964 - 1970, the deliberate government policy of expanding higher education and the desire to create a more educated and skilled workforce.
