Arizona's legislature hates raising taxes and likes cutting services. I'm sure that some of those cuts were in the DES, as in, they have less money to hire people to police the system. The last time I called the state regarding my business license, they apologized for the delays and told me it would likely get worse, as they were expecting more layoffs. This is a big problem - how do you keep fraud out of the system if nobody's watching?
