It's a mess brought about by incompetence and hubris, not party affiliation. That being said, boots on the ground is the hugely significant difference.
Bush the Elder and Clinton both managed to avoid the temptation. But in the wake of 9/11, GWBs administration rode a wave of national - I'll call it lust for vengeance, for lack of a better term - and they, aided by the media, exploited it masterfully. Being against invading Iraq was akin to treason.
It makes all the difference in the world as Bush kicked the inspectors out and brought war to the region. Nobody else.
Hilarious they he calls Americans "cowardly!" Our soldiers, police officers, firefighters, etc would strongly disagree! But what else would you expect an anti-American to say?
Some, yes. Not all.

It appears you are.
That PDF is from 2005, which was after the invasion but way, way before the full accounting had been done. For 1998 - 2003 development, the link lists (unsourced) the possibility of a "clandestine network of laboratories operated by the Iraqi Intelligence Service", something never mentioned in the Duelfer report, which really is the best available . It also mentions a biologists private culture collection and research into two specific vira. Not belittling this, but it's a far cry from the pre-war insistence on actual weapons.
The urgency of the invasion and the necessity of recalling the UN inspectors was sold because of the presence of weapons. Not cultures that could eventually be weaponized. Not programs or intentions of having programs. Weapons. And there really weren't any. A few hundred chemical shells too rusty to fire hardly constitutes a WMD threat. And everything else boiled down to programs, development, possible raw materials - and the missiles with too long of a range that were uncovered and destroyed not by US forces, but by Hans Blix's team.
Then, I wonder why they don't join the Libertarian Party.
Because it's not really a party. Not a real option.
About Bush I just wonder what you guys would have said had we got attacked after 9/11 with some WMD (chem, bio) coming from Sadam?
He had to make the decision, and he did, bravely, and he didn't blame the other side.
Did Bush made mistakes during the war? You bet you, but did he lie to get us into it- No he didn't.
He also never went through a vendetta against MSNBC for tearing him up every night. Not like someone else we know... who keep fighting Fox.
You guys never found crap, get over it, you were wrong. Even Bush joked about not finding WMD.
You do realize that Bush couldn't disclose what was found because that was classified info, right? Hence, what we now know via the WikiLeaks classified documents dump.
Clinton and the Dems knew that Iraq had WMDs, and told us so. Do we need to watch the videos again?

You must not have read the entire pdf. There's more.
