Lets assume you are right, then as a Republican, who would he be pointing these comments to or what audience is he addressing?

As I pointed out, I would love to believe this was a statement based upon a more noble notion of principled opposition to torture/enhanced interrogation, but I have to note this from the above link.

Yes, Obama is doing it too. And Gitmo is still open. And Pelosi signed off on waterboarding, although she may not have READ what she signed. But let's blame Bush, shall we?

Do lefty loons think we should go to war with pea shooters? We do owe it to the WORLD to set an example for crying out loud. We wouldn't want them to get the impression that we would fight fire with fire. The ridiculous rules of engagement our troops were forced to operate under made us a laughing stock. And then they try to place blame on someone else for our casualties. Yet all the loons see is the so called wrong our troops do. It's cowardly and naive'.

And you may well be correct, but it's difficult to assess the motivations of another person. I suppose that we could discuss whether or not revenge is ever a noble cause, but that question drove Hamlet batty.

No they didn't. They had temporary immunity while they were holding their respective offices. That's why when Rumsfeld resigned, he was given a position in the Pentagon so he could retain his immunity.

The technical term is "functional immunity" and it only lasts while in office. Once you leave office, you are no long have any immunity and there is no statute of limitations.

Not that it matters, Bush & Co will just flee to Paraguay (where they own land) and Paraguay does not extradite.

He is playing to the visceral emotions of his core base that got him elected. The same people that will be running his ground game to get him reelected. Based on the quote you dug up its now obvious that was the motive. Just some red meat for the voters back home.
