If you can disregard the spin doctors and propaganda ministry, and take the words at face value, it's clearly far different.
Based on the Declaration of Independence, we know:
Job #1 = secure rights, and
Job #2 = govern those who consent.
Those who didn't give consent, retained their sovereignty - also known as natural and personal liberty.
Those who did consent, surrendered their inalienable rights.

If you read the Declaration, the Articles of Confederation, and then the USCON, you may infer that "The People of the United States" were not the people of the United States of America.
We know this because not all people could vote, and thus consent to the terms of the compact (USCON). And without consent, they were not "governed", nor did they surrender their sovereign prerogatives.
