No, that's not the point. When the American Secretary of State instructs American diplomats to spy on their counterparts, I want to know what my tax dollars are doing. And if the only method of knowing what my government's actions are the release of classified messages, then that is the method required for a healthy democracy.

No, creating a healthy democracy is not what you want to do. What you want to do is hurt the US by releasing a list of sites that are vital to our security.

Not one of those sites are in the US, not one.
The DHS has no jurisdiction or authority to protect interests outside of the US.

And items like "cobalt mine in Africa" is not exactly detailed, is it ?
Or "anti venom site in Australia".

Yet..the Patriot Act and DHS directives were used to gather that global information. The DHS directive is for national use..not global use.

Read that cable and you'd think the DHS was the UN or something.
The DHS does not have any global authority.
