He would have had to be included on the passport, which would have required a birth certificate.

Yep.
All in all though, once Obama had his passport (and we know he has had once since he was a child), there would never be another instance where a birth certificate would be needed... the passport itself would suffice.
And again, I'm not saying he never had one. Just that he never needed one.
