Neuroscientists have been searching for the physiological underpinnings for this sanguineness, because there are actual harms that can come from an “it-can’t-happen-to-me” or “it’ll-get-better-this-year” attitude. People might make reckless decisions or have unrealistic expectations, in everything from personal health to finance.

That's an apt analogy. My neighbor has a tiny, fluffy white dog. When a jogger goes by, he races to his perimeter, barks furiously and jumps up and down to pound his front feet on the ground. When the jogger has passed he does a self-satisfied swagger back to the house, convinced he has once again saved the day.

That's pretty much obama, barking furiously at the events that are passing him by as though he wasn't even there, deluded that he's shaping them.

In all fairness to the dog though, he's at least smart enough to put on his show without the aid of a teleprompter...
