What if it's a tie? Who would break the tie? Republicans are the majority, so I'm assuming that it would be a "NO"?
Like I said earlier they need 32 to pass .... a tie is 31-31, no tiebreaker vote if that's what you are thinking. Once it passes the Senate then it goes tot he State Assembly (where it is expected to pass easily).

I am truly proud of New York as well as I never expected to see our state be one vote away from legal gay marriage, but let's not get crazy! This is the exception, not the rule.
