Driver's licenses in most countries are deemed a priviledge and NOT a right. Should the Sate put a requirement in place whereupon you are required to fulfill an added obligation to maintain the "priviledge" ie; driving some distance to appear, how is that any different than being called for "jury duty"?

You want to be a citizen but want to fulfill none of it's current or future obligations - mmmmh. Yep, those are the kinds of citizens you want alrighty.

You can't be called for jury duty outside your judicial district in most states. There is a thing called Due Process, which exists for privileges.
