Do you have data on your phone? Thats what your paying for, the rest is given to you, below cost or for nothing. High data users especially pay nothing for voice.

Its viewed as an advertising expense.

Give 'em a land line to only call 911.
That works out great for vets living under a bridge and homeless mothers living in their cars. Besides, the cell phone program costs less than the land line program.

Its given away as advertisement costs.

When one poor family member has a free AT&T phone, then they know two people who will likely either stay, or switch to AT&T and have data.

That makes them money.

Voice is given away. I've worked in Cellular for a long time, voice is free.

$15/month is not free.
