Voice on cellular phones for each and every person in the United States is given to you at a loss by your carrier.
All money made in cellular now is made from data.
Land lines are going buh bye, and as such, poor people who enjoyed free home phones for emergency needs and job interviews will be getting free cell phones. They'll be old phones that are sitting gathering dust, on a network that is already built, and using something thats already given to every customer in the United States today, free voice.

That works out great for vets living under a bridge and homeless mothers living in their cars. Besides, the cell phone program costs less than the land line program.

2 cells in our household and much more expensive than a land line.
Cellular voice is, take it from an insider. It takes up about 1% of the data coming from the new sites built, even when busy. All of the pipe, all of the cost, all is for data.

Guess by your logic we should all qualify for a free cell phone just as long as we have no "data?"
You can get a voice only line, with unlimited calls for 15 dollars a month cellular.
Its given away as advertisement costs.
When one poor family member has a free AT&T phone, then they know two people who will likely either stay, or switch to AT&T and have data.
That makes them money.
Voice is given away. I've worked in Cellular for a long time, voice is free.
$15/month is not free.
