Orly? A quick google search shows that quote being attributed to Miriam Ferguson, a 1920s Texas governor.

Having an accent does not mean that the teacher cannot be understood. I have had teacher's in school who have had Brit and french accents, they could be understood quite well, this story seems to be more sensationalized. She had to do an interview for her job and any subsequent interviews, she passed those.

Read the story. She was hired to teach in Spanish. Then AZ dropped Spanish speaking classes and went to all English.
They hired an accent reduction specialist to work with 10 teachers at that school that had heavy accents.

English is her second language. It's quite possible her accent is very heavy and mis-pronouncing words to elementary school kids isn't exactly the type of education you want..is it ?
