Thieves hang out in any big crowd--ever spent time in Europe? That doesn't mean they're part of the group--just taking advantage. If the crowds were smaller, it wouldn't be a problem.

When, with a few exceptions, did they ever have the numbers to bring the pick pockets out in force? Sorry that it bursts your bubble, but there's a usually practical reason behind most problems vs some sort of conspiracy oriented, "those horrible people" message.
