I wonder...is it very difficult to tell the difference between a fetus which is totally dependent on the mother's body and an older fetus who can survive outside of it?

A woman's right to her own body and the fetus being viable have nothing to do with each other.

So you are asserting that the following is true: Abortion MUST be to the discretion of the mother. No one else's business. You can't tell someone else how to live.
Many things in life are legal, but regulated.
Alcohol is legal, but regulated.
Following YOUR logic.....everything should be all or nothing.
Allow everyone to drink alcohol.....or allow no one to drink alcohol.
