no but when they move their factories overseas and stop investing in the workers here, yes they are foreign. This is how the locals get "screwed"
If you think an on-line vendor is selling because they don't charge tax I think you have little understanding of shopping on-line. Remember most on-line retailers do have shipping which usually exceeds tax by a long shot. At best consumers realize it is about a wash to shop on-line vs in their local market place. Access/finding the desired product is probably the #1 motivator.
Those local retailers often have on-line access as well so your argument seems ineffective.
