Was Carter an intelligent man? Certainly. None of our presidents have actually been stupid. If hotair's post is correct and Bush has an IQ of 138, that puts him in probably the top 2% of the country. I expect even Obama is in that range.
There is more to being president than being smart. Part of the job is to provide leadership...a very difficult thing even to define, let alone accomplish. A part of that is the ability to provide a direction, and to inspire people to do their best, to accomplish things they would not otherwise accomplish. That's what separates a successful football coach from a gym teacher.
Unfortunately, Carter was very unsuccessful as a leader. He did not inspire confidence, either domestically or internationally. He did not have a clear plan for the country, or if he did, he failed to present it. Reagan was the opposite...probably not as bright, but much better at leading and inspiring.
Bush...probably somewhere in between. His "soon the terrorists who knocked these buildings down will hear us" speach, made up on the spot, is probably the greatest, most inspirational moment in presidential history in the last 20 years. Yet he has had his moments of bumbling. Clinton, the ultimate politician, suffered similar failings as Carter, though not quite to the same level. Sadly, Obama does as well. He is one of the most de-motivating presidents I can recall.
