People neeed to work and fisherman fish...So I think instead of having thousands of fisherman out of work sitting at home doing nothing and getting money to do nothing...That getting people back to work ASAP making their own living again is the best thing the Japanese Govronment can do no matter if you agree with their profession/Job or not.
