Concealed handgun licenses in Texas are photo ID's and they are issued by the state. College-issued ID's are not issued by the state through the Department of Public Safety, which also issues driver's licenses and state ID cards. I suppose you could argue that ID's from state universities are indirectly, but you know the difference.

They need one even to get food stamps in some places.

Am I a citizen? No.

So, is "only citizens need driver licenses and insurance to drive" remotely true? No.

What the heck is so darn controversial that only citizens can vote? Do American expats get to vote in Europe, Costa Rica, and Mexico?
