I am conservative and think this is a compassionate position to take to give a break to the elderly and disabled. These people struggle with health issues and medication needs. It does not cost the state/locality nothing since they will collect all due taxes upon the sale or inheritance. If it was on the ballot in my state/locality I would vote yes.
This. It's a common sense, cost effective way to help people stay in their own homes with some dignity.
Yes, as I stated the renter is not directly paying property tax and what interest would the property owner have by agreeing to a referal of taxes on a elderly or disabled person? At the end when the owner dies or sells that tax would have to be payed. Plus if renters do not like the agreement of their lease they can always shop for cheaper rent.

It's a local issue, so whatever the local government says is fine. If the people in a town want to give all residents who are 65 and older, a pass on property taxes, that is their option.
No, it's a state issue, because in this case the state has mandated that counties and cities must allow eligible homeowners to defer their property taxes.
As for local issues, renters usually get screwed everywhere, because renters are considered undesirable and unwelcome. So NIMBY, exclusionary zoning, and split-roll tax policies work against renters.
Anything that helps our elderly stay in their homes is a good thing... I would only have two fears about the program though...
1. Since school funding is the biggest part of (at least our) property tax bills, I would hope that the school system could still be maintained.
2. Local infastructure, police, fire, etc. must still be maintained, and the county would need to make sure its house was in order otherwise the multiplier would be raised astronomically for all. We lost value on our home, yet our multiplier went through the roof this year, so our taxes went up proportionately.. The county would need to know, it was going to get that money, but at a later date, so when it set the multiplier for that year, they would need to take that into consideration...

Property taxes are also not universal. There are places where you can buy property and not be taxed. If you are a "slave" or a "victim" it is because you chose to be one. I prefer to make a different choice.

For example, Stafford TX has no property tax, but they have a minimum lot size of 6,000 square feet (I just plodded through their zoning code), which is probably larger than I can afford. Also, any place without a good local bus system won't work for me.

You cannot afford 6,000 square feet? You know that one acre is 43,560 square feet, right? I do not think you can buy property that small in Alaska either. If bus services are more important to you than actually owning your land, then that is your choice.
Not paying taxes is a GOP staple, I'm sure they love it.
