Secondly, it is the perception Americans have that "North Koreans are starving"...Fact is, not one of us know. They are a totally secluded country.
Thirdly, playing Devil's Advocate, even if they are as impoverished as reported.....us sending food is about as antagonist as a sanction...all it does is **** them off even more.
Should we really care if North Koreans are starving when we have problems of our to to take care of here? And since we did make the offer, and this is the result, I'd take all such offers off the table in the future. No food, not a grain of rice or a bread crumb to them at any future time.

There are videos of people cachectic people, including children, eating bugs off the ground. That's how desperate these people are. When we've sent food in the past, vast amounts of it were diverted to the military.
