If it were a republican who had done it, I believe that your story would be filled with false outrage.
30 years ago, Mitt Romney placed his dog carrier on the roof of his car (which the dog enjoyed and was unharmed). The lefties bashed him for this at every turn.
30 something years ago, obama ATE dog. Now the lefties claim that there are bigger issues to talk about.
The lefties started talking about the "war on women". Now it comes out that women in the White House earn 18% less than their male counterparts. It became a non-issue.

So what if the dog enjoyed it. Guys enjoy getting hookers. It's still against the law right? In either situation who cares but seriously it's apples and oranges.
YES. Dogs are unlike ANY other animal. What other animals can lead the blind, rescue/track a missing person, alert someone who has epilepsy or diabetes, locate cancer cells by smell?? The list of what canines are capable of is endless.
People will criticize eating monkies, but have no problem on animal experimentation for cosmetics, etc..
Eating monkeys - as well as other primates - should be criticized strictly out of health concerns. It's risky to butcher and eat such evolutionarily closely related creatures. How do you think SIV/HIV made the jump from monkey to human?
That brings me, as a meat eater, to my 3 basic criterion for consumable animals:
1) Only tasty animals should be eaten
2) Only plentiful, non-threatened or non-endangered animals should be eaten
3) Evolutionarily close relatives of Humans - in other words other primates - should not be eaten for health reasons
So to answer the OP - no, it's not wrong to eat dog meat.
I would never eat my dog but I don't have a problem with other people trying out dog meat as long as it is killed as quickly and as humanely as possible. I don't want the animal to suffer a lot of pain before it dies. I feel the same way for chickens, cows, pigs, and any other animal we consume.
Edit: Some people may think that eating a dog is animal abuse. I don't think it is abuse as long as the animal does not suffer.

Eating dog is widely accepted in many cultures around the world. Is it really wrong to eat dog?
It is in this country. I imagine if I were inclined to move to China I would have to accept its social mores. I would hope that the Chinese that move here would accept ours.
There are also cultures that eat maggots, insects, and worms, but I don't plan on digging up my dinner from under fallen trees, soil, or other dark, dank places.
I understand some cultures also drink animal urine...
