I'm not sure why it matters. Klinton was offered Osama's head on a silver platter and he declined, saying Osama wasn't important enough to fool with.
Bush's Texas ranch was his white house away from the white house. He worked while he was there. I know that's difficult for libs to comprehend, but he had all the equipment he needed to fully function as president, unlike Obama's many golfing expeditions.
Bush shut down funding and operations directed towards getting Osama. What should Bush have done?-Not that

I've often worked from home, typically on hours long conference calls, connected to the workplace by VPN which included active email and chat windows. Not difficult to keep in touch and to multi-task.
To think that a President who is 'away' from Washington DC, at his working home is on vacation is willful ignorance. How would be conducting government business at Camp David be any different. Even on that fateful day, 9/11, that AirForce One was in the air most of the day, Bush and staff were in constant contact with functioning government.
Even LBJ was sworn in as President while aboard the Prez jet just after JFK was pronounced dead. Jackie O was right next to him.

I'm guessing you are from the party that thinks it's wise to cut military spending in half. But here you are being a Monday morning quaterback complaining that Bush cut military spending!

Still does not in any way excuse Clinton's failures.
Funding for Osama's capture. Shrug. it took 10 years 2 wars and billions in waste. I am not sure nor can anyone be sure that it would have made any difference at all.
What we can be sure of is That Bill Clinton was offered Bin Laden on a silver platter and more than once.

The point is their is blame to go around. Yes it happened on Bushes watch. The hi jackers came here on Clinton's watch.
It was Clinton's restructoring of our intellegence groups that prevented them from communicating with each other.
Many failures happened and bush isn't the majority owner. I am no GWB supporter by any stretch but fair is fair. Clinton and company dropped the ball and handed the game over to GWB after the winning grandslam was already hit and in the air.
