Below is a quote from the above article
"Smoking anything other than medically-prescribed marijuana at San Francisco street fairs, festivals and other outdoor events held on city property would be banned under new legislation before the Board of Supervisors."

So liberal hippies went from "do your own thing" to obsessive government control of it's citizens' lives.

It is illegal to smoke medical marijuana in public. All this law is saying is that during the time of events held on city property will there be an exception to the 'in public' law.
People are not going to be roaming the streets with a lit jay.
It's no different than laws that prohibit smoking in public except in designated smoking areas.

Looking closer I see this is from Supervisor Eric Mar, who is a self proclaimed anti tobacco activist who admits it would be an unenforcable law but want to send a message apparetnly. The pot angle is just that he ISN'T going after pot... but specifically second hand tobacco smoke. There are city health code regulations on the books already to prevent public use of MJ any old place so it's not a concern anyway. The whole thing is a "look at me" moment.
